business correspondent for "u.s. news & world report." i want to ask you about the tax increase if there is no deal and tax rates rise, when would workers begin to see that reflekr reflected in their paychecks? when does the pain start? >> this is not one tax hike. this is about nine different sets of taxes. and the one that would go up right away is the payroll tax. that was cut temporarily in 2 009, cut by two percentage points and will go back up by two percentage points and that would come out of workers' paychecks right off the bat. it would add up to something like $60, $70 a month for the typical worker. we hear about all the tax rates that are going up, that actually wouldn't involve money that is in people's pockets until they actually pay their taxes or do their tax returns the following year. because that's when they would have to calculate the amount they owe and whether they paid enough taxes in 2013. so the good and bad news about that is that is not going to affect people right away, but that also means they can put that one off for a long time and we could go --

questions from the audience. hosted by the u.s. chamber of commerce this is just under an hour. >> thank you very much. thank you, everyone, for being here this morning. especially those who traveled to be with us. it's nice to close the doors from the rest of washington and the fiscal cliff debate for a little while and talk about fiscal challenges elsewhere. whether it's a good news or bad news, at least it gives us an opportunity to talk about something a little bit different than the news of the day in this final two weeks, i think, before hopefully congress finds an opportunity to either avoid or move or solve some of the fiscal cliff issues and fiscal challenges that we face. and thank you for dick gravich and the work of the panel and the commission he co--led. there are copies of that report that were available when you came in. it's an excellent document that i really encourage everyone to take a close read. it's filled with good analytics in terms of what's going on on the state level. to help us understand. and i fully agree, dick, with your comments earlier about the disconnect.

compromise u.s. sovereignty are living in an alternate reality. and i've got to say, too, it's another example of how the republicans continue to damage their brand. these sort of votes, these sort of stories have a lasting impact. i've talked about it for three years now. it is scar tissue that's slowly but surely builds up where good, doesn't, hardworking americans see what's going on in washington, d.c., and they're not even ideological. and they go, wait a second. we have wounded warriors here? we have american heroes? we have people that have voted their entire life to try to help other wounded warriors across the globe? and they're voted down by what is, in effect, the black helicopter crowd. >> exactly. >> this has impact on the republican party. it's more scar tissue. republicans, you need to get this back on the senate floor, and you need to pass it. the whole world may not be watching, but swing voters are. independent voters are. and what happens every day has an impact on what will happen two years from now and four years from now. and we learned that a couple of weeks ago.

indicated, it includes a $2 trillion tax increase over ten years, the biggest real-dollar tax increase in u.s. history. it increases taxes on nearly one million small businesses in the middle of a jobs crisis. according to ernst & young, this type of rate hike would cause more than 700,000 americans to lose their jobs. it raises taxes on investment income, harming economic growth even more. it includes tens of billions of dollars in more washington spending in a deal supposedly to cut the deficit. and most outrageous of all, it gives the president of the united states unilateral power to raise the limit on the federal credit card, the so-called debt ceiling, whenever he wants or as much as he wants. and while i'm flattered the administration has taken to calling this the -- quote -- "mcconnell provision" they seemed to have forgotten how this worked in the budget control act. we gave the president the authority then to request a debt ceiling increase, but that was only after the white house agreed to $2 trillion in cuts to washington spending and agreed to be bound by the timing and amount se
